It probably means that these numbers are to be included in your daily totals for all areas.

Do not take the one allowed over 28" in the main bay into the Sussie or NE river though.

That's a big no no, unless I suppose you launch from those areas. Might be hard to prove you culled it in the main bay.

It simply means that it includes 18 inches and 26 inches...not OVER 18 inches and UNDER 26 inches (which would not include 18 and 26 inches)

OK, 18 to 26 inches, not inclusive, would mean that you couldn't keep an 18 inch fish nor a 26 inch fish. Another way to phrase that would be OVER 18 inches and UNDER 26 inches. Better?

The inclusive phrasing may be read as: equal to or greater than 18 inches and less than or equal to 26 inches.
