Executive Director of the Maryalnd Salwater Sportsfishermen's Association Rich Novotny is on Cloud Nine when both houses of the Genearal Assembly passed a bill prohibiting the dredging of oysters and clams in the back bays of Ocean City.

Novotny claims the hydraulic dredging is environmentally unsound; it digs up the bottom and the resulting silt hurts submerged aquatic vegetation and also clouds water for those fishing flounder and other back bay species.

All seemed doomed when after the House voted 109 to 29 for passage. The senate, led by Sen. Lowell Stolzfus, defeated a companion bill by a vote of 29 to 18. But as the House companion bill reached the senate, the MSSA called in all its chips, urging members and others to put pressure on senators. The result was hundreds of e-mails and phone calls.

The second time around, the senate bill passed 29 to 18. Novotny credits Sen. Roy Dyson of Southern Maryland who sponsored one bill, along with delegates Norman Conway and Jim Mathias and the Maryland Legislative Sportsmen's Caucus, as well as the association's membership for the turnaround.

The Bill will be signed into law tomorrow by the Governor. Several MSSA honchos have been invited to the signing.
