maybe it has to-do wth hook size? as some of the larger Sabiki's are only a 2 hook set-up and also" back in the day" when the Boston Mackeral run occured off the beach, wern't 3 and 4 hook rigs used for those

First, let me say that I will not participate in an activity that MAY not be legal and I do not condone anyone else doing it. I simply say, find out what the regulations really are and abide by them.
So far, this is what I read. It says you can catch baitfish by "Hook and Line" defined in COMAR 08.02.20.02, but doesn't list the standard baits we use. And, 08.02.05.02 doesn't state how many hooks. So, in reading this I get the idea that the baitfish, such as bunker, are NOT a regulated fish and therefore there is no limitation as to how many hooks or how you can catch them. Now, IF an official source can show me in writing that the method of a Sabiki-type rig with more than 2 hooks is not legal, I'll NOT use it. But geez, so far there is nothing in the electronic version of the COMAR. If this is the real deal for the regs, then "show me the money"! I talked to the expert of Maryland fishing laws at DNR and he stated that by the letter of the law a sabiki rig is illegal. He also stated the purpose of the two hook (two sets of hooks) law is to prevent a person from fishing a umbrella rig with a dozen hooks. The laws need to be updated to allow bait fish to be caught on a sabiki type rig with multiple hooks of a size 6 and smaller. Efficiency kills a fishery. Some one mentioned cast nets. Cast nets are efficient. Sabiki rigs are not. Sabiki rigs should be the preferred method for catching bait fish.

If you speak to that person again, ask them what the COMAR paragraph is. I don't believe in "he says-she says" stuff, show me the written law. Not bustin' on you at all, really, I'm busting on the "expert". They should know the pointers to the written law. Beyond any doubt, I will abide by the written law.
