Default AI permit

Does anyone know if you can get a AI 4w pass any where else than going there in person? Like on line or at the state department in Annapolis?

Default doh

I thought the season was open year round for 28" strippers? I tried at the jetties on 7th 12 and 4 I think nice lookin water but no hits at all....Was using the big jointed repalla that looks like a herring. Had good luck with that lure but maybe a tad to big for that shallow water. What is the best shallow lure in the surf? I like the small red head (1/4oz.) with a bass assin. Wonder if there were fish in there but I was not inticing them enough to come out and say "hello" .......I guess thats why they call it "fishing" ....................Tom
