Default Regulations on chumming?

Hey everybody. Are there any regulations on how far from shore you must be to chum? I don't want to get any swimmers bitten, but i've done a lot of good shark fishing pretty close to the beach on my boat.

As far as I am concerned just consider the swimmers a free addition to the chum slick.
