It was a pretty off chance that they were caught.
DNR and the Feds for that matter can't be everywhere.
I think they should do spot inspections OFTEN everywhere the commercial folks come in.
Granted that 99.9% of these guys are on the up and up but it only takes one boat to mess it up. I'm sure if the other guys had seen it being done thay would have dropped a dime on him. They tend to police themselves.
