Only problem with surf fishing and floats is the current. You will wind up with your line on the beach. Balloons you won't be able to toss much past the surf break and it'll wash right back in.

You pretty much have to be in a boat to use any float on top stuff or balloons.
The little floats at the hooks are ok from the beach though.

Now, if ya got a stiff west wind ya might be able to get a balloon to go out.
Or just attach to a kite, same as in a boat.
