I personally talked to Dianne Samuels at the DNR and it was very clear they aren't considered a lure and they are illegal in
MD.

Right from the horses mouth is what I will follow. I am sure that every field agent for the DNR will interpret the rules they want to but when push comes to shove it not worth the risk of it being deemed illegal.
