Could have been done but the fisherman who caught him would wind up in trouble. A few years back I worked for a public aquarium. A guy brought in two small sandbar pups for the aquarium to display. His intentions were good as he wanted the pups to survive. Even though the aquarium took the pups, the fisherman was cited for keeping two undersized sharks. Up north here many know that most sharks have to be atleast 54 inches FL to keep. We at the aquarium tried to argue for the poor guy but since he was not an employee he was not covered under the aquarium's collecting permits.
