If you see a Bull while snorkeling, diving or swimming, leave the water.
Don't do the above activities in cloudy waters.
A popular place to see Bulls feeding is behind Solomon's Island on the CB. They tear up the Skates.
Also, the channels that run between the islands of the Keys hold some nice Bulls.
Toss a chunk into the running water at the mouth and get ready.
They will also cruise behind the Tarpon during first and last light in the little inlets gobbling up Pinfish.
I was more concerned with the Cuda while diving than Bulls.....
